The effort to build the Las Vegas Ballpark of the Oakland Athletics unofficially takes flight on Wednesday, October 25th, 2023 with the hiring of legal staff to make the many documents that will form the agreement to develop the new facility, and move the A’s to Las Vegas. On the agenda for the Wednesday, October 25th, 2023 Las Vegas Stadium Authority Meeting is, first the work of removing Las Vegas Stadium Authority Steven Hill as the director of that effort, so as to avoid conflict of interest. This is an informational item and does not require Board action. STAFF REPORTS AND REQUESTED ACTIONS 1. Changing the Stadium Authority Representative in Allegiant Stadium Lease Agreement. That the Board consider: 1) Approving a change to the Authority Representative in the Stadium Lease. Agreement with the LV Stadium Events Company, LLC, (Lease Agreement), to the administrator (Administrator) responsible for the cooperative undertaking between the Stadium Authority and the Las Vegas Convention and Visitors Authority (LVCVA); and 2) Authorizing the Board Chair to execute any subsequent changes to the Authority Representative in the Lease upon the Board’s approval of any changes to the Administrator in the Interlocal Agreement between the Stadium Authority and LVCVA. The second item on the agenda is this and reintroduces an old friend, Mark Arnold, to the Las Vegas Sports Facility Development world. If you recall, Mr. Arnold’s and the firm he is a partner of, Hunton Andrews, played the same role during the Raiders Stadium legal effort. When you hire Mark Anrold, that’s a clear signal you’re ready to build a public-private, large-scale, Major League Baseball, ballpark. The third item: Brownstein Hyatt Farber Schreck LLP – Legal Services That the Board consider authorizing the Chair to execute an agreement with Brownstein Hyatt Farber Schreck LLP, in an amount not to exceed $300,000, to serve as local counsel in negotiations with the A’s MLB team for: the development and leasing of a new MLB baseball stadium (Stadium) in Clark County, Nevada; legal support related to the Stadium’s construction and operation; and ongoing legal support related to the operation of Allegiant Stadium. The other items on the agenda do not require a vote, but are important from the perspective of the Community Benefits Agreement. 4. Mortensen McCarthy Presentation Representatives from the Mortensen McCarthy joint venture team will give a presentation on baseball stadium construction community engagement. This is an informational item and does not require Board action. 5. Draft Community Benefits Agreement with A’s Stadium Events Company and A’s Baseball Team Stadium Authority staff and attorneys will present the current draft of the proposed community benefits agreement between the Clark County Stadium Authority, the to-be-formed A’s stadium event company (StadCo), and A’s baseball team. This is an informational item and does not require Board action. 6. Draft Lease Agreement with A’s Stadium Events Company Stadium Authority staff and attorneys will present the current draft of the proposed lease agreement between the Clark County Stadium Authority and the to-be-formed A’s stadium event company (StadCo). This is an informational item and does not require Board action. In closing, this is a pure signal that all parties are ready to go, and also is a sign that the A’s are confident they will receive approval from Major League Baseball’s team owners to start the relocation from Oakland to Las Vegas. Another sign of government in action, doing the work of economic development. It’s sad we’re seeing this all over again from a city that’s not Oakland. But this happened because, at the end of the day, Oakland government did not care enough to focus on getting the job of retaining the A’s done.
