SXSW Crash Suspect Makes Brief Court Appearance
TWC News Rashad Owens was arrested on March 13 after driving through police barricades on Red River Street. The area was closed due to high pedestrian traffic for the SXSW music festival. Two people were killed at the scene and two others died in the hospital. |
