I’m told Oakland Mayor Jean Quan is planning what was described to me would be a “vicious” attack on one of the candidates, and yes, I know which one. I also know what, when, where, why, and how. It’s designed so that it looks like it will not come from Mayor Quan. It will attack the campaigner and that person’s donors.
