DALLAS — A 19-year-old man has confessed to the rape of a 13-year-old hearing-impaired girl, according to arrest affidavit obtained by News 8. Jarvis Fisher of Dallas is being held in the Dallas County Jail on a charge of aggravated sexual assault.
