Tokyo was considered the “safe choice” between Istanbul and Madrid and itself. It offered hotels, an extensive venue plan, and a $4.5 billion reserve.
It was also a kind of way of helping Japan recover from the massive Japan Earthquake.
Overall, the Tokyo Bid went right after the issue of the earthquake, saying that the vision was to use the Olympic Games to overcome it.
